Flaminio Stadium: Lazio and Rome City Council Accelerate Redevelopment Plans

Rome, May 23 – Lazio football club and the Rome City Council are intensifying their efforts to redevelop the iconic Flaminio Stadium. A preliminary service conference is set to commence on Thursday, May 28th, to assess the modernization and expansion project proposed by SS Lazio.

Project Evaluation Underway

During the initial plenary meeting, the project manager, alongside Lazio’s technical team, will present the plans to relevant municipal offices and other bodies responsible for evaluating the project’s feasibility. This includes determining how to address the existing constraints on the structure, designed by Pier Luigi and Antonio Nervi between 1957 and 1958.

Roberto Gualtieri, Mayor of Rome, stated, “The recovery and redevelopment of the Flaminio Stadium represent a priority for this administration, because we are talking about a symbolic place in the city that deserves to come back to life and be enhanced. The start of the preliminary service conference is an important step in the process: now the competent bodies will carry out all the necessary technical evaluations with the utmost attention and in compliance with procedures.”

The administration considers the project well-founded and structured. Key issues to be addressed include the existing architectural constraints on Nervi’s design, as well as mobility in the surrounding area and potential noise impact.

Phases of the Approval Process

Alessandro Onorato, Councillor for Major Events, Sport, Tourism, and Fashion for Rome Capital, explained the technical, non-political nature of this initial phase. Experts from 39 involved entities will provide their assessments. The procedural timeline includes:

  • 45 days from protocolling for initial review, with a possible extension of 30 days for additional requests.
  • If the service conference yields a positive outcome, the project must receive public interest approval from the City Council and then the Capitoline Assembly.
  • Subsequently, Lazio will develop a technical-economic feasibility project, which will undergo a decisive service conference with similar timelines.
  • Finally, a resolution of approval will precede the final tender phase.

Roma Stadium at Pietralata: Convention Approved

On the same day, the Rome City Council provided an update on the progress of another new stadium project, that of AS Roma at Pietralata. The Capitoline Council approved the convention scheme between the Extraordinary Government Commissioner for Stadiums, Massimo Sessa, the Lazio Region, and Rome Capital. This deliberation is part of the necessary procedures for works related to UEFA Euro 2032 and strengthens institutional coordination among the entities involved in the intervention’s realization.

The Lazio Region and Rome Capital will provide technical support in carrying out the procedure, each according to their respective competencies. Specifically, Rome Capital will make its competent structures available to the Extraordinary Commissioner, including the Urban Planning Department, the Infrastructure Development and Urban Maintenance Coordination Department, the General Directorate, and the Capitoline Legal Department. The convention will come into force upon signing and will be valid until December 31, 2032.

Maurizio Veloccia, Rome’s Councillor for Urban Planning, commented, “This deliberation is a further step forward for the realization of the Pietralata stadium, demonstrating that the Capitoline administration is working constantly and with conviction on this project.”

The acceleration of both stadium projects signifies a proactive approach by the Rome City Council to enhance the city’s sports infrastructure and cultural landscape.
