Rome Police Officer Investigated for Fireworks Incident Causing Horses to Flee

Rome, June 3, 2026 – A municipal police officer is currently under investigation by the Rome Public Prosecutor’s Office in connection with the stampede of approximately thirty horses during rehearsals for the June 2nd parade. The officer is accused of setting off fireworks, which allegedly caused the horses to bolt, creating a dangerous situation for motorists on Via Cristoforo Colombo.

Investigation Details and Charges

The prosecutor’s office, led by Deputy Prosecutor Giuseppe De Falco, has formally charged the officer with negligent injury and aggravated dangerous explosions. The incident, which occurred on the night between Friday and Saturday, saw a series of explosions trigger the horses’ panicked flight. Four individuals sustained injuries during the event: three young soldiers from the Lancieri di Montebello and a 29-year-old female police officer.

Investigations, conducted by the Carabinieri of the Rome Centro company in collaboration with local police, have led to the initial report being submitted to the magistrates, resulting in the officer’s registration in the suspect registry. Investigators are meticulously reconstructing the dynamics of the event, utilizing video evidence and witness testimonies. The roles of three other municipal police officers present during the incident are also under scrutiny.

Disciplinary Actions and Command’s Statement

On a disciplinary level, the command of the Rome Capitale Local Police has already taken initial measures. The four officers involved have been excluded from operational duties in the area and from participating in the parade. Mario De Sclavis, commander of the Local Police, stated that the practice of setting off fireworks during rehearsals has been ongoing for years, citing videos from 2021 and 2022. However, he described the officer’s action as “foolish” and committed with “naivety,” despite being part of an informal custom.

It has been confirmed that the fireworks were not confiscated material but were regularly purchased. Further investigation is required to determine if other explosions contributed to scaring the horses. The distance between the point of ignition and the animals, estimated between 150 and 170 meters, is also a factor being examined, potentially leading to additional inquiries.

Consequences and Future Actions

Already, initial requests for compensation have been filed for damages caused to vehicles by the fleeing horses. The incident highlights concerns regarding safety protocols during such large-scale events and the potential for unforeseen consequences when established practices are not formally reviewed and updated.

The ongoing investigation aims to fully understand the chain of events that led to the horses’ stampede and to hold those responsible accountable. The outcome of this inquiry may lead to revised procedures for future parade rehearsals and public events involving animals in Rome.

The incident has sparked public debate on the balance between tradition and safety, particularly in densely populated urban environments. Authorities are expected to address these concerns as the investigation progresses and potentially implement new guidelines to prevent similar occurrences.

The injured individuals are currently recovering, and their conditions are being monitored. The focus remains on ensuring their well-being and providing necessary support. The broader implications for animal welfare during such events are also being considered, with calls for stricter regulations and more humane practices during public displays and rehearsals.

This event serves as a stark reminder of the importance of meticulous planning and adherence to safety standards in all public gatherings, especially those involving animals and pyrotechnics. The city of Rome awaits the full findings of the investigation to implement necessary changes and ensure the safety of both its citizens and its animal participants in future events.
