Challenging them is Even More srl, led by Edoardo Trotta, the visionary entrepreneur and owner of the Michelin-starred restaurant Palazzo Petrucci. Trotta has openly expressed his ambition to transform this stretch of beach into an exclusive five-star luxury lido. GMC, a simplified srl, is the third contender, aiming to shake up the competition.

Bagno Elena Defends Against Milanese Assault

Lot B presents a clash between Neapolitan tradition and Northern Italian finance. Mario Morra, the historic and popular manager of Bagno Elena srl, is determined to maintain his long-standing presence on this coast. However, he faces a formidable challenge from Blu Beach spa, a giant based in Nova Milanese, Lombardy. Led by administrator Simone Cioni, this spa is aggressively acquiring beach concessions across Italy.

Hotel Romeo Aims for Spiaggia delle Monache

A similar, equally tense scenario unfolds at Spiaggia delle Monache, a slice of paradise contested by two major players. On one side is Bagno Sirena, which has managed the beach for generations, boasting a loyal clientele. On the other side is Romeo Alberghi srl, a brand synonymous with luxury tourism. The hotel group aims to establish a presence on the Posillipo sand to offer an exclusive service to its international guests. The commission will evaluate the project proposals before considering financial bids.

A Costly Own Goal Leads to Immediate Exclusion

Eight participants submitted bids in January, but an unforgivable error led to one competitor’s disqualification. Max Mare Service srl made a bureaucratic blunder by failing to specify which lot they were bidding for in their application. This fatal formal defect forced the Port Authority to remove the company from the tender without appeal.

The Calendar of Truth: Projects and Economic Offers

The Port Authority’s schedule is tight, and the coming days will be decisive for the future of the beaches. On May 25, the commission will officially open the envelopes to evaluate the quality of the commercial projects. A provisional ranking will be established to identify the best ideas for the coastline. Then, presumably on May 28, the moment of truth will arrive with the opening of the financial offers. The highest bidder will secure management for the next two years.

Umbrellas and Sunbeds Only by Early Summer

Given the technical timeframes for assignment and subsequent installation, the private beach season will not start immediately. Chairs and sunbeds will appear on the shoreline only between mid and late June. Until then, the beaches will remain completely free and accessible to all, as has been the case for many years. Civic committees are already on alert to prevent private operators from expanding beyond permitted boundaries.

More Free Sand for Low-Cost Sea Access

There is good news for those who don’t want to spend a fortune for a swim. The new tender guidelines stipulate that an additional portion of the beach will remain free this year. This includes the central strip of Donn’Anna beach, previously inaccessible to DIY bathers. Until last summer, those who wanted to lay out a towel without paying had to settle for a small patch of sand near the historic palace. This marks a small step forward for beach democracy.

No More Limited Access or App Bookings

The real revolution for summer 2026 is the complete abolition of digital barriers for Neapolitan bathers. The Municipality and the Port Authority have decided not to reintroduce the highly criticized system of limited access. In past years, the mandatory online booking system sparked a wave of fierce protests from citizens. Many considered the mechanism an unfair filter limiting the right to enjoy a day in the sun.

Committees Celebrate TAR’s Decision

The shift to no-booking access is the result of a tough legal battle waged by movements for common goods. The regional administrative court (TAR) indeed censured the limited access system, upholding the appeal of the Mare Libero committee. For this reason, the imminent outcome of the tender for beach concessions in Naples will have to take into account this new climate of transparency. The season promises to be hot, and not just because of the weather.
