Dakar, April 24 – Giancarlo Tei, known as “Lallo,” a 29-year-old considered by investigators to be the head of one of the most profitable drug dealing areas in Tor Bella Monaca, Rome, has been arrested in Senegal. Tei had been a fugitive since 2024, following an arrest warrant issued in September of that year as a result of investigations by the District Anti-Mafia Directorate (DDA) prosecutor Maria Teresa Gerace and the Gico unit of the Guardia di Finanza into drug trafficking. Giancarlo “Lallo” Tei: A History of Violence and Drug Trafficking
Just months before becoming a fugitive, Tei was the victim of an attempted murder by shooting on May 11, 2024, an incident described as having a “mafia method.” This was not the first time; he had also been shot in the legs at the age of 18. For the 2024 attempted murder, three young North Africans, who arrived in Rome from Liguria, were convicted with sentences ranging from 10 to 12 years. They had been arrested by the Carabinieri of the Frascati investigative unit one month after the shooting.
Extradition Awaited from Dakar
Investigations and testimonies from informants reveal Tei as a figure who had previously been involved in business with drug traffickers such as the Albanian Elvis Demce, who has been detained under the 41-bis regime for several months, and also had contacts with Calabrian ‘Ndrangheta clans. It is believed that internal conflicts within drug trafficking, where business partners turn into enemies, led to his shooting. Following the red notice that led to the fugitive’s arrest in Dakar, his extradition is now pending.
Leader of a Tor Bella Monaca Drug Dealing Square
According to various investigation documents, Giancarlo Tei is considered one of the main leaders of a drug dealing square in Tor Bella Monaca, specifically in Via Giovanni Battista Scozza. This square was reportedly inherited from his father, Stefano. Over the years, the Tei family has conducted business not only with Albanian groups but also with Giuseppe Molisso’s group, a prominent figure associated with Michele Senese, and with members of the ‘Ndrangheta clans from San Luca.
Three Arrests for His Attempted Murder
Investigators who know “Lallo” describe him as a person with a “violent” disposition. Despite his hot-headed nature, he managed to maintain the family’s drug dealing business over the years. As mentioned, in 2024, three individuals attempted to kill him as he returned to his home in Tor Bella Monaca. For these events, three South Americans residing in Genoa were arrested: a 24-year-old citizen of the Dominican Republic, a 32-year-old Dominican, and a 33-year-old Colombian. Prior to this, he had already been a victim of another shooting in the legs.
Shot at 18 Years Old
Before the Court of Cassation annulled his pre-trial detention order for murder, effectively declaring him innocent of the charges, in 2015, at the age of 18, two men knocked on the door of his home, also in Via Giovanni Battista Scozza in Tor Bella Monaca. When Tei opened the door, he was shot in the legs with a .22 caliber pistol.
This arrest marks a significant development in the ongoing efforts to combat drug trafficking in Rome, particularly in areas like Tor Bella Monaca, which have long been identified as hubs for such illicit activities. The extradition process is expected to shed more light on Tei’s network and connections within the criminal underworld.
