Naples, April 15 – The “G. Federico” Hall of CGIL Naples hosted the official presentation of a draft law of popular initiative titled “Provisions for the Needs of People with Neurodevelopmental Disorders and Autism Spectrum,” promoted by the Public Function CGIL Campania.
A Call for Concrete Answers and Modern Healthcare
The event saw the participation of regional social policy department executives, Alfredo Garzi Cosentino, and Marco D’Acunto of FP CGIL Campania, alongside healthcare professionals, parents, and representatives from associations dedicated to autism spectrum disorder.
The core of the initiative focused on the urgent need to provide concrete solutions for thousands of families in Campania and to fill a regulatory gap that currently hinders the establishment of an organic and structured system for supporting individuals with neurodevelopmental disorders. The proposed law aims to move beyond the current fragmented and often emergency-driven management, to build a model based on enforceable rights, continuous care, and full social inclusion.
Comprehensive Approach to Neurodevelopmental Disorders
As highlighted during the presentation, the text offers a broad and inclusive vision that extends beyond autism to encompass a range of neurodevelopmental disorders, including ADHD, language disorders, coordination disorders, and intellectual disabilities. The approach centers not only on diagnosis but also on the individual’s functioning and the overall quality of life for the entire family unit.
The proposal is distinguished by its highly operational nature and its roots in the practical experience of healthcare and social sector professionals. Key elements include the creation of an integrated network between healthcare, schools, and social services, the introduction of a “case manager” to guide families through care pathways, the guarantee of continuous assistance during the transition to adulthood, and the establishment of epidemiological monitoring tools to more effectively guide resource allocation. Particular attention is also given to school and work inclusion pathways, along with the promotion of evidence-based practices and continuous training for professionals.

Ample space was dedicated to testimonials from families, operators, and associations, who underscored the critical issues still present within the system and the necessity of a regulatory intervention capable of ensuring uniformity, access to services, and continuity of care pathways.
“This law is not just a regulatory text, but a pact of civilization that we ask of the Campania Region,” explained Marco D’Acunto, regional secretary for health and SSAEP and one of the initiative’s promoters. “We want rights to no longer be concessions, but pillars of a modern and integrated healthcare and social system.”

The presence of institutions represented an initial moment of discussion on the prospects for debating the text in the Regional Council. The proposal is configured as a true collective commitment to transform needs too often left unaddressed into fully recognized rights, opening a new phase in regional policies dedicated to neurodevelopment.
The initiative aims to establish a framework that ensures equitable access to services and support for individuals with neurodevelopmental disorders throughout their lives, from early childhood to adulthood. This includes provisions for early intervention, individualized educational plans, vocational training, and supported employment opportunities.
Furthermore, the draft law emphasizes the importance of family support, recognizing the crucial role families play in the well-being of individuals with neurodevelopmental disorders. It proposes measures such as respite care, psychological support, and informational resources to empower families and enhance their capacity to care for their loved ones.
