Naples Municipality to Collaborate with Commercialists on Tax Amnesty
Naples, April 17, 2026 – The Naples Municipality is set to enhance its tax collection efforts through a technical collaboration with the Order of Chartered Accountants of Naples (Odcec Napoli). This partnership, announced by Pier Paolo Baretta, Naples City Councillor for Budget, during a meeting on the ‘Facilitated Definition of Naples Municipality Taxes,’ aims to streamline the process of tax amnesty and the recovery of unpaid fees, particularly those related to property.
Addressing Evasion and Unpaid Fees
Councillor Baretta emphasized the need to meticulously analyze the relationship between the ‘facilitated definition’ – a form of tax amnesty – and the ongoing initiatives to recover tax evasion, which have already yielded significant results. He also highlighted the importance of delving into aspects related to property and the ‘scrapping’ of unpaid fees, advocating for a precise reflection on tax matters based on available data. Baretta stated, “In this framework, I believe it is fundamental to strengthen a technical collaboration with the Order of Chartered Accountants of Naples.”
Commercialists’ Crucial Role
Matteo De Lise, President of Odcec Napoli, welcomed the proposal, underscoring the vital role commercialists can play in synthesizing, disseminating, and implementing the measures proposed by the municipal administration. “We are fully aware of the importance of ‘scrapping’ and the centrality of our function in this area,” De Lise remarked. He stressed the necessity of clarifying which taxes will be involved and how the administration intends to adhere to the government’s initiative. “In this perspective, we welcome the approach proposed by Councillor Baretta and consider the activation of a dedicated institutional channel, through a specific desk for chartered accountants, to be strategic in fostering a more effective management of practices.”
Support for Litigation Management
Mario Michelino, Secretary Councillor of the Neapolitan Order, further highlighted the professionals’ role. He noted that the Naples Municipality has identified a critical issue in the collection of fees. In this context, commercialists, through Medì – an independent mediation body – are prepared to offer support in managing litigation related to property leases. “The political will has already been outlined; now it is necessary to move to the operational phase, clarifying which taxes will be involved, the payment methods, and the installment plans,” Michelino added.
Challenges and Opportunities
Renato Polise, Councillor of Odcec Napoli, viewed the issue as both a challenge and an opportunity. While the facilitated definition of taxes entrusted to the Revenue Agency Collection is clear and the April 30 deadline approaches, the regulations concerning local authority taxes are still being defined. “A direct discussion with ‘Palazzo San Giacomo’ (the Naples City Hall) can contribute to simplifying the operational framework,” Polise suggested.
Overcoming Technical and Regulatory Hurdles
Michele Saggese, Delegate Councillor of Odcec Napoli, emphasized that overcoming difficulties is the main objective. Local authorities encounter various technical, regulatory, and operational problems in adhering to the ‘rottamazione quinquies’ (five-year scrapping). These complications need to be addressed by assessing whether there are margins to adhere to the measure and, if not, identifying alternative solutions.
This collaboration between the Naples Municipality and the Order of Chartered Accountants signifies a concerted effort to tackle tax evasion and improve the efficiency of tax collection processes, ultimately aiming for a more robust financial standing for the city.
