INPS and ACEN Forge Alliance to Bolster Neapolitan Construction Sector

Naples, March 10, 2026 – A significant protocol of understanding has been signed between the Metropolitan Coordination of the National Institute of Social Security (INPS) of Naples and the Association of Construction Companies of Naples (ACEN). This agreement, formalized at ACEN’s headquarters, aims to foster a collaborative partnership, reduce bureaucratic hurdles for businesses, and streamline operational workflows for the benefit of both parties.

A Direct Channel for Enhanced Business Support

The newly established protocol is the culmination of ongoing and constructive discussions. It introduces a direct communication channel between the social security institution and the Association of Construction Companies, designed to enhance services for businesses. A permanent analytical and discussion table will be instituted, alongside a dedicated INPS consultation area specifically for ACEN member companies.

Antonio Savarese, President of ACEN, emphasized the strategic importance of this agreement. “The protocol serves as a vital tool to consolidate institutional relations and increase support for construction companies that are members and adhere to all legal requirements,” Savarese stated. He extended his gratitude to Roberto Bafundi, Director of the Metropolitan Coordination of INPS Naples, and the attending branch directors, acknowledging the mutual value placed on collaboration and commitment to development. Savarese expressed confidence that the protocol would significantly improve the quality of service provided to local businesses.

Addressing Challenges and Streamlining Procedures

Under the terms of the agreement, ACEN will be able to submit interpretative questions or report any critical issues through a dedicated email channel. This will function as an ‘ad hoc’ consultation service, managed by a delegated official or manager from the Metropolitan Coordination Directorate of INPS. The clarifications and responses received will then be disseminated to ACEN member companies, ensuring they operate in full compliance with regulations and legal requirements.

Roberto Bafundi, Director of the Metropolitan Coordination of INPS Naples, highlighted the agreement’s objective: “The agreement aims to build stable paths of collaboration that enable companies to quickly address the problems often encountered in applying procedures. It seeks to bring our services closer to the real needs of businesses.”

A technical table for analysis and discussion will be established at the INPS headquarters in Naples, located on Via De Gasperi, with meetings scheduled at least once a month. This forum will jointly address regulatory and management issues. Furthermore, specific forms of collaboration are envisioned, including seminars, research initiatives, and conferences. These events, targeting operators in the construction industry, will be organized jointly by ACEN and the INPS Metropolitan Area Directorate, with support from provincial branches.

The partnership underscores a commitment to supporting the construction sector in Naples, ensuring that businesses can navigate social security procedures more efficiently and effectively.
