Naples, May 30 – The Federico II University in Naples will host a significant academic event on Wednesday, June 3rd, dedicated to the 80th anniversary of the Italian Republic. The study day, titled “Eighty Years of the Republic,” will bring together scholars and constitutionalists from across Italy to reflect on the successes, transformations, and critical issues that have shaped the Italian democratic system since 1946. The event will also serve as a tribute to Sandro Staiano, one of Italy’s most authoritative constitutionalists and former president of the Italian Association of Constitutionalists.
A Deep Dive into Italian Democracy and the Constitution
The initiative is part of the broader celebrations for the 80th anniversary of the Italian Republic and aims to delve into the democratic journey undertaken by the country from 1946 to the present day. The conference will specifically analyze the practical implementation of the principles established by the 1948 Constitution, examining the challenges currently facing representative institutions.
The proceedings will be chaired by Nicolò Zanon. Following opening remarks from Rector Matteo Lorito and the Director of the Department of Law, Carla Masi, the general report will be delivered by Lorenza Violini.
Sandro Staiano: A Central Figure in Constitutional Law
The event is dedicated to Sandro Staiano, a pivotal figure in Italian constitutional law. For decades, Professor Staiano contributed significantly to the study of the Republican Charter, interpreting its evolution and the tensions that have characterized the country’s political and institutional life. His scientific work addressed central themes such as the relationship between the Constitution and democratic development, the balance of state powers, and the role of institutions within European and international contexts.
Intermediate Bodies in a New Pluralist Democracy
The first session will focus on intermediate bodies, a highly debated topic in current public discourse. Antonella Sciortino will chair the session, with Renato Balduzzi delivering the introductory report. The objective is to understand how associations, trade unions, movements, and social organizations continue to represent an essential element of democratic participation. However, societal transformations and the impact of new technologies have profoundly altered their role.
The Form of Government of the Parliamentary Republic
One of the most anticipated segments will be the session dedicated to the form of government. Pietro Ciarlo will coordinate the discussion, and Emanuele Rossi will present the main paper. The debate will touch upon issues that have fueled political confrontation in recent years, ranging from constitutional reform proposals to the relationship between Parliament and the executive. Furthermore, scholars will analyze the evolution of the Italian representative system in light of changes in political parties and political participation.
The Italian Republic and Europe: Challenges and Opportunities
The third session will center on the relationship between the republican system and the European Union. Roberto Mastroianni will preside, with Giovanni Pitruzzella delivering the report. The discussion will explore the delicate balance between national sovereignty and European integration. For this reason, the main legal and institutional challenges facing Italy within the community context will be examined, also in light of recent geopolitical transformations.
Constitutional Guarantees in Contemporary Italy
The fourth session, chaired by Francesco Viganò and introduced by Annamaria Poggi, will be dedicated to the guarantees of the republican system. Constitutional judiciary, the protection of fundamental rights, and the safeguarding of democratic balances will be at the heart of the discussion. Scholars will also examine the mechanisms that allow the Constitution to continue serving as a reference point for national public life.
Staiano’s Contribution to the Study of Political Parties
Among the research areas that characterized Sandro Staiano’s academic career, his focus on political parties stands out. The constitutionalist extensively analyzed their crises and transformations, considering them an essential element of the parliamentary form of government. According to this approach, political organizations still represent the primary instrument of democratic participation and a fundamental component of the constitutional architecture.
Seventy Scholars at Federico II for the Future of the Republic
Approximately seventy scholars from numerous Italian universities will participate in the event. Their contributions will be compiled and published in the proceedings of the Study Day, as already planned by the organizers. In addition to his research activities, the tribute to Sandro Staiano also highlights his commitment to educating generations of students and scholars. Besides Federico II, Professor Staiano taught at the Universities of Molise, Cassino, and Suor Orsola Benincasa, and was also active academically in France, Spain, and Brazil within the International Association of Constitutional Law.
