ROME, June 5, 2026 – Independent bookstores in Rome are set to receive a significant boost, as the City Council has given its approval to new regulations that will allow them to expand their operations. The initiative, which builds on an idea proposed by actor and director Carlo Verdone last November, aims to reinforce the role of these establishments as vital cultural strongholds within the city’s neighborhoods.
New Regulations to Enhance Cultural Hubs
The new discipline, which now awaits final approval from the Capitoline Assembly, introduces provisions for independent bookstores to utilize outdoor spaces and even offer food and beverage services. This move is designed to help these businesses relaunch and better leverage their external areas, transforming them into more dynamic community spaces.
“This is a noble idea, launched by Verdone on the occasion of his 75th birthday, which we have strongly supported,” stated Mayor Roberto Gualtieri. Assessora for Productive Activities Monica Lucarelli emphasized that “independent bookstores are much more than just commercial activities.” Massimiliano Smeriglio, Assessor for Culture, added, “It’s another piece of the cultural infrastructure we are building.”
Eligibility and Key Provisions
The proposal, championed by Assessora Lucarelli and Assessor Smeriglio, targets independent bookstores that have been active for at least two years, operate no more than four outlets within the Capitoline territory, and derive the majority of their turnover from book sales.
Among the principal innovations is the possibility for these bookstores to apply for public land occupation concessions. These concessions will be granted based on dedicated criteria proportionate to the sales area, even within the Historic City and the UNESCO World Heritage site, for cultural and promotional purposes.
Furthermore, bookstores measuring between 50 and 100 square meters will be allowed to engage in supplementary food and beverage administration activities, provided that book sales remain their predominant business.
Verdone’s Vision Comes to Fruition
The genesis of this initiative dates back to November of last year, during the “Mayor for a Day” event, where Carlo Verdone symbolically wore the tricolor sash. Verdone had then advocated for interventions to support these fundamental local establishments, enabling them to revitalize and make the most of their outdoor spaces.
The City Council’s decision yesterday marks a significant step towards realizing Verdone’s vision, aiming to create more vibrant and accessible cultural spaces for Roman citizens and visitors alike.
