Lecce, July 14, 2021 – Confindustria Lecce is in disarray after the designation of Maurizio Zecca as president and the subsequent annulment of his vice-presidential nominations. In a dramatic turn of events, the Special College of Confederal Arbitrators in Rome has stripped the Salento arbitrators of all their powers, assuming full authority over the local chapter.

The move has sparked considerable discontent among the association’s members, with many questioning the immediate future of the organization. Nicola Delle Donne, the interim head of the Salento industrialists’ association, could not provide clear answers after disseminating a brief note to members updating them on the situation. The note read: “We inform you that, with a resolution adopted today, the College of Confederal Arbitrators has decided to take over all functions and powers of the Special College of Arbitrators of Confindustria Lecce.”

Uncertainty Surrounds Future Scenarios

This formal announcement, however, underscores the clear intention of the Roman arbitrators: to thoroughly investigate and understand how the recent electoral process in Lecce unfolded. Concerns have been raised that many aspects of the election may not have adhered to regulatory boundaries. “It has never happened that national arbitrators have taken such a measure,” stated seasoned observers.

The national arbitrators are currently conducting a comprehensive review, having requested all electoral documents produced by the Lecce chapter. This action follows a July 2 decision by the Roman arbitrators to annul the June 24 designation of four vice-presidents proposed by Zecca: Alessio Tundo, Marcello Piccinni, Filippo Surace, and Giacinto Colucci (Cog srl). Colucci, Zecca’s political rival and the sole official candidate, was not designated despite securing 59% of the preferences during consultations.

Colucci’s non-designation led his supporters to boycott the General Council meeting on June 24. Despite this, the quorum (50%, 19 out of 38) was met to designate Zecca, with the Leverano entrepreneur’s own vote contributing to the outcome.

Violation of Confindustria Regulations

The annulment of the vice-presidents’ designations was not primarily due to the quorum issue, but rather the failure to comply with the strict Confindustria Regulations. Specifically, point 2 of Chapter III stipulates: “Before the presentation to the General Council of the vice-presidents proposed by the designated president, confidential communication to the College of Arbitrators (confederal) is required to obtain their opinion on the personal and professional profile and to verify the possession of the complete integration requirement.” This critical step was reportedly overlooked.

The decision by the national body highlights a serious breach of internal protocols, leading to an unprecedented intervention. The implications for Confindustria Lecce are significant, as the national arbitrators will now oversee the rectification of these irregularities and ensure future compliance with the organization’s statutes.
