Naples, Campania, Italy – The Naples Review Tribunal has rejected an appeal by regional councilor Giovanni Zannini, maintaining a ban on his residence in Campania and neighboring regions. The decision, motivated by concerns of ‘unscrupulous corrupt familiarity’ and the possibility of Zannini reiterating offenses, was deposited at the end of April, following a hearing on March 20.

Tribunal Cites ‘Unscrupulous Corrupt Familiarity’

Zannini, a regional councilor for Forza Italia, is currently in Abruzzo due to a precautionary measure issued in early March by the investigating judge of the Santa Maria Capua Vetere court. The measure was requested by the Prosecutor’s Office, led by Prosecutor Pierpaolo Bruni. Zannini faces charges of corruption for the exercise of his function, material falsehood in competition, and aggravated fraud for obtaining public disbursements.

His legal team, Angelo Raucci and Vincenzo Maiello, had appealed the judge’s decision, emphasizing Zannini’s clean record and arguing that his distance from Campania would prevent him from committing similar offenses.

Appeal Rejected, Precautionary Measure Confirmed

However, the Neapolitan panel, presided over by Elisa De Tollis, rejected the appeal and confirmed the precautionary measure. In their deposited motivations, the Review Tribunal judges criticized Zannini’s unscrupulousness in exercising public functions, which they stated were ‘instrumentalized for his private gain.’ They also highlighted that Zannini has not been removed from his position as councilor, but merely suspended and temporarily replaced.

Concerns Over Zannini’s Political Influence and Network

The judges expressed concerns that ‘Zannini’s political standing, the extensive network of social relations acquired over the years, also with other councilors, managers, and local administrators – as evidenced by the pending of other lines of investigation – and his continued political militancy, are circumstances that do not at all reassure about the impossibility of reproducing similar illicit operational schemes.’

This decision underscores the ongoing scrutiny of political conduct in the region and the judiciary’s commitment to addressing corruption. The case continues to develop, with further investigations potentially shedding more light on the allegations surrounding Zannini’s activities.
