Bribery and Sexual Favors Scandal Rocks Naples Municipalities: 119 Indicted
Naples, April 22 – A significant investigation by the Naples Public Prosecutor’s Office has unveiled a widespread system of bribery and sexual favors in exchange for identity cards and other vital documents within the Second and Third Municipalities of Naples. The probe has concluded with 119 individuals being indicted, including former municipal employees, an ex-councillor, and foreign citizens.
The inquiry, which primarily focused on the years 2021 and 2022, revealed that a 66-year-old employee in the Second Municipality’s offices in Piazza Dante allegedly demanded-and received-sexual favors on at least four occasions from foreign citizens in exchange for issuing identity cards or other documents. More commonly, the illicit transactions involved money, with bribes ranging from 50 to 100, and up to 500 euros, for obtaining a registry office certificate.
The Scope of the Investigation
Prosecutors Ciro Capasso and Luigi Landolfi led the investigation, which has now closed, resulting in the indictment of 119 individuals. These individuals are implicated in an illicit traffic of documents and certificates across both the Second and Third Municipalities of Naples.
In the Third Municipality, the investigation highlighted a 68-year-old individual who allegedly demanded and pocketed money for issuing certificates. Among those indicted are former municipal employees and foreign citizens from China, Pakistan, and Romania, who were reportedly involved in the scheme.
Intermediaries and a Clientelistic System
The entire illicit operation often revolved around a Sri Lankan intermediary. The investigation, which particularly scrutinized the offices in Via Lieti within the Capodimonte district, also implicated a former councillor of the Third Municipality. According to the findings, this ex-councillor had established a sophisticated clientelistic system, managing to procure documents through the complicity of several municipal employees.
The extensive investigation was conducted by the local police and the Carabinieri, working under the coordination of the Public Prosecutor’s Office. This collaborative effort brought to light the intricate web of corruption that had permeated these municipal offices.
