ROME – A significant restructuring is underway within Rome’s network of municipal pharmacies. Farmacap, the company responsible for managing public pharmaceutical services and sociosanitary activities in Rome, is preparing to publish a public notice for the sale of five of its pharmacies. This initiative is part of a broader organizational review outlined in the 2025-2027 Plan, approved by the Capitoline Assembly last October, with the goal of making the network more efficient and responsive to the social needs of different neighborhoods.
Pharmacies Involved in the Sale
The five pharmacies slated for sale are located in various municipalities across the city, encompassing both central and peripheral areas. These include the Sforza Cesarini-Ponte Vittorio pharmacy in Piazza Pasquale Paoli (Municipality 1), the Annunziatella II branch in Via Giacomo Caneva (Municipality 8), the Ariccia pharmacy in Via Sermoneta (Municipality 7), the Dragoncello pharmacy in Via Carlo Casini (Municipality 10), and the Messi D’Oro pharmacy in Viale Egidio Galbani (Municipality 4). The starting bid prices for these pharmacies range from just over 318,000 euros to more than 555,000 euros, depending on the location and characteristics of each facility.
Scope of the Sale
The sale encompasses not only the licenses but also the entire commercial business associated with each pharmacy. This includes furnishings, equipment, inventory, and active lease or utility contracts, to the extent that these can be transferred. The total value of the pharmacies and their associated assets was determined through an appraisal conducted by KPMG, a consulting firm tasked with defining the economic basis of the operation.
Auction Process Details
The bidding process will be conducted entirely online via a dedicated electronic platform, ensuring transparency, security, and traceability of offers. Participation is open to both individual pharmacists and companies already operating in the sector, provided they meet the regulatory requirements. Individual pharmacists may acquire only one pharmacy, while companies may acquire more than one, subject to a regional limit of 20% of total ownership. Bids must be submitted by 2:00 PM on May 15, 2026. The opening of the bids is scheduled for May 20, 2026, at 12:00 PM, in a public session conducted telematically.
Personnel and Future Objectives
The sale will not impact Farmacap employees, who will be reassigned to other active branches. The proceeds from the sale will be reinvested in the sociosanitary services managed by the company, with the aim of strengthening activities within the territory. This intervention, explained by the Campidoglio, seeks to redefine the role of municipal pharmacies, concentrating resources where social function is most needed and simultaneously improving the overall efficiency of the service.
