Giugliano, March 11 – The Carabinieri Forestali of Pozzuoli have ordered the preventive seizure of a 65,000 square meter area in Via Orsa Maggiore, Giugliano, and reported five individuals to the Public Prosecutor’s Office for extensive illegal construction. The land, owned by the Campania Region, had been leased to a company managing tourist villages and events, which allegedly carried out numerous unauthorized building works.
Illegal Construction Uncovered During Investigation
During the intervention by investigators, the construction site was fully active, with nine workers engaged in earthmoving and building construction. The Carabinieri Forestali’s allegations primarily concern the construction of four padel courts with reinforced concrete perimeter beams, three reinforced concrete platforms and rafts with overlying wooden structures, two five-a-side football pitches, and one eight-a-side football pitch. Additionally, a paved area of approximately 2,000 square meters was constructed without the required permits. Excavation work spanning about 8,000 square meters, the construction of three residential buildings, and the maintenance of 20 residences were also identified as being carried out illegally.
Uncontrolled Waste Disposal and Land Consumption Concerns
The Carabinieri Forestali also contested the uncontrolled disposal of special waste derived from demolitions and constructions. This case highlights the ongoing issue of rampant land consumption in Campania, which has radically transformed entire territories over the years, particularly in the provinces of Naples and Caserta.
Regional Land Leased to Private Company
The land in question, previously owned by the Opera Nazionale Combattenti, was leased by the Campania Region to a company specializing in the management of tourist villages and events. The investigations revealed that the company proceeded with significant construction without obtaining the necessary permits, leading to the current legal actions.
Implications for Land Use and Environmental Protection
The incident underscores the critical need for stricter oversight and enforcement of building regulations, especially on public or regionally owned land. The unauthorized development not only violates urban planning laws but also contributes to environmental degradation through uncontrolled waste disposal and excessive land alteration. Authorities are expected to continue their investigations to ascertain the full extent of the illegal activities and hold all responsible parties accountable.
This case serves as a stark reminder of the challenges faced in combating illegal construction and promoting sustainable land use practices in the region. The preventive seizure aims to halt further unauthorized development and allow for a thorough assessment of the environmental and legal consequences of the actions taken on the site.
The Public Prosecutor’s Office will now proceed with further investigations based on the evidence collected by the Carabinieri Forestali, which could lead to criminal charges against the reported individuals and the company involved.
