Rome City Council Modifies Tender, Safeguarding 150 Call Center Jobs in Crotone
Rome, March 6, 2026 – The Rome City Council has announced a significant modification to the tender for the ‘Chiama Roma 060606’ service, a decision that has been met with widespread satisfaction from trade unions. This revision, which incorporates a social clause and references the National Collective Bargaining Agreement for Telecommunications, is set to protect the employment of 150 workers in Crotone.
The announcement follows a meeting held yesterday in Rome between representatives of CGIL, CISL, and UIL unions and the City Council. The positive outcome marks the culmination of a mobilization effort initiated in December by the Slc Cgil Calabria, which saw the proclamation of a state of agitation and a formal warning issued to the City Council.
Union Demands Met After Initial Tender Withdrawal
Initially, the Rome City Council had withdrawn the tender after the unions highlighted what they described as “obvious violations of the ‘Agreement for protected work in public contracts,’ contractual dumping, and a lack of guarantees for workers in the event of a change of contract, with the concrete risk of job losses.”
During yesterday’s meeting, the Capitoline Administration addressed and accepted the unions’ demands. Key changes to the tender now include:
- Reference to the National Collective Bargaining Agreement for Telecommunications.
- Application of a social clause.
- Adoption of the principle of territoriality.
- Elimination of a discriminatory element that previously awarded additional points to companies hiring personnel exclusively in Rome.
The Slc Cgil Calabria expressed immense satisfaction with the result. “We wish to express great satisfaction for this result,” stated the union, “achieved thanks to the determination of the workers and the constant commitment of the Slc Cgil Calabria. At every stage of the dispute, attention was always focused exclusively on protecting jobs and collective interests, values that have guided our every action, and the facts have demonstrated the consistency and credibility of our work.”
A Victory for Workers’ Rights and Collective Bargaining
The union further emphasized the collaborative and determined approach taken throughout the negotiations. “We leave the blue pencil of the teachers to others; from day one, we jointly embarked on the path of struggle and contention that led to the results that are there for all to see,” the statement concluded.
This outcome is a significant victory for the 150 Crotone workers whose jobs were at risk. It underscores the importance of union action and collective bargaining in safeguarding workers’ rights and ensuring fair labor practices within public procurement processes. The inclusion of the social clause and the specific collective bargaining agreement provides a stronger framework for job security and equitable treatment for employees in the call center sector.
The modifications to the ‘Chiama Roma 060606’ tender serve as a precedent for future public contracts, highlighting the need for administrations to consider the social impact of their decisions and to engage constructively with trade unions to protect the interests of the workforce.
