Naples, March 1, 2026 – Bayshore Drive, a key corridor in East Naples, is on the cusp of its most significant transformation yet, with a multitude of projects signaling a new era of luxury, walkability, and cultural enrichment. Following years of steady evolution, the area is set to see more than a dozen proposed developments, from a 90-home community to a high-end car club and a boutique hotel.

Mike Whalen, a local developer with New Era Construction, expressed strong optimism about the changes. “I’m all in. We are all in on the Bayshore corridor. I don’t know if there’s anybody else that has more invested on that street than my partners and I,” Whalen stated. His company is involved in a boutique hotel, single-family homes, and a townhome project along Bayshore. Whalen credits Collier County for incentivizing development in the area, stating, “It’s prime for redevelopment, and the county’s done a really good job of incentivizing us to do more in that area.”

From Red-Light District to Artsy Waterfront Destination

The current wave of development builds upon decades of efforts by local residents and entrepreneurs like Rebecca Maddox, who played a pivotal role in rebranding the area from its past as Kelly Road, a notorious red-light district, into an artsy waterfront destination. Maddox’s initiatives include transforming a dilapidated waterfront bar into Three60 Market (now Seventh South Waterfront), establishing Celebration Park with food trucks, and opening Rebecca’s and The Maddox, a public wine bar and a members-only club.

These successes have drawn attention to a street already home to attractions such as the Naples Botanical Garden and popular local restaurants. Maddox believes the area is reaching a tipping point. “In another year, there won’t even be anything left to buy here,” she commented, adding, “We’re at that tipping point now. And I’m happy, believe me. I’m thrilled about it. Thrilled, thrilled, thrilled!”

Gulf Gate Plaza: A Grand Entrance in the Making

A significant part of the redevelopment focuses on the aging Gulf Gate Plaza at the intersection of U.S. 41 East and Bayshore Drive. Isram Realty Group, the owner of the 56-year-old shopping center, is in discussions with Collier County officials to redevelop the 200,000-square-foot retail space. Shirley Garcia, program manager of the Bayshore Gateway Triangle Community Redevelopment Area (CRA), along with Collier County Commissioner Dan Kowal, recently toured a similar mixed-use project by Isram in Boynton Beach, the Avion Riverwalk, which features luxury apartments above retail spaces.

Garcia expressed enthusiasm for a similar project in Naples. “We loved it and we asked them if they would do the same on this coast for Gulf Gate Plaza,” she said, emphasizing the plaza’s role as “the gateway into Bayshore.” Kowal noted the potential for a self-contained, campus-like setting with integrated restaurants and stores. While formal plans are not yet finalized, an agreement is anticipated in 2026. The CRA aims to revitalize such blighted properties, with financial assistance and grants available from the county to support economic development.

Looming Luxury: 5th Avenue Car Club and Elevation Naples

Directly behind Gulf Gate Plaza, the 18-unit Gulf Gate South retail strip is slated for redevelopment into the 5th Avenue Car Club, a luxury vehicle storage and display concept. This project, designed by MHK Architecture, will feature a 56-foot “sky gallery” and a seven-level automated system capable of housing up to 466 cars. Additionally, more than 30 individual car condominiums with amenities such as bathrooms, mezzanines, and outdoor balconies are planned for the 3.3-acre site.

Further south, Elevation Naples is proposed as a five-story mixed-use development with condos, a restaurant, retail, and a parking garage. Located across from Celebration Park, this project aims to integrate luxury living with wellness and lifestyle amenities. Plans include a 45-room condominium hotel, 300 parking spaces, a 4,200-square-foot restaurant, 6,000 square feet of retail space, and 45 transient units with private garages. The fifth floor will boast premium amenities, including a swimming pool, a landscaped pond, a bar, dining areas, a fitness center, and an Indonesian-inspired spa. A private marina with a waterfront deck is also proposed along Haldeman Creek.

The Next Wave of Residential and Hospitality

Residential development is also accelerating. Three model homes are currently under construction at The Grove at Bayshore, a community of 32 single-family homes designed with high-end architecture and finishes. Co-developed by Jerry Maxson and Mike Whalen, the community is projected to be completed in about two years. Whalen also plans a mixed-use development with 16 condo units in front of The Grove, with groundbreaking anticipated in 2026.

Whalen’s boutique hotel project at 3467 Bayshore Drive, which temporarily stalled, is now regrouping for a restart. The four-story building will feature eight suites, a rooftop bar, and a swimming pool, along with ground-floor commercial tenants including a public restaurant and retail/office spaces. An adjacent cluster of 12 bungalow units at 3000 Areca Avenue will bring the total overnight accommodations to 20, with Palisociety projected as the hotel operator.

Cultural Connection and Future Plans

The Bayshore Arts District is enhancing its cultural offerings. A new boardwalk, completed in February, connects the street with Sugden Regional Park, expanding opportunities for cultural events. Opera Naples, Theater in the Garden, and the Luciano Pavarotti Foundation recently announced a significant anonymous donation to purchase a 17-acre site for an international center for the arts. This multipurpose space will include a 900-seat indoor theater, an outdoor amphitheater, an opera museum, and an opera-themed restaurant, honoring the legacy of Luciano Pavarotti.

At the southern end of Bayshore Drive, national homebuilder Toll Brothers plans Windward Landing, a community of 90 single-family homes on a 71.5-acre site south of the Naples Botanical Garden. This development will require rezoning from rural agricultural to a residential planned unit development.

Other proposed projects include a Huey Magoo’s Chicken Tenders fast-food chain, a four-unit multifamily development at Lakeview Drive, Cielo Azul (a small residential community with three single-family homes), and the redevelopment of the county-owned lot where Del’s 24-Hour Store once stood. Additionally, a redeveloped marina and boat storage building is proposed at Bayview Boatyard, 13 apartment units at Van Buren Apartments, and eight five-story condo buildings with 127 units at Camden Landings.

The extensive redevelopment efforts along Bayshore Drive are poised to redefine the area, blending luxury, culture, and enhanced connectivity for residents and visitors alike.
