INPS and Milan Public Prosecutor’s Office Sign Landmark Agreement Against Labor Irregularities
Milan, January 30, 2026 – A groundbreaking convention was signed today in Milan between the President of the National Institute for Social Security (INPS), Gabriele Fava, and the Public Prosecutor of Milan, Marcello Viola. This agreement establishes a stable collaboration focused on the detection and suppression of violations in the areas of contributions, social security, and welfare. It also aims to strengthen prevention efforts and develop synergies for information exchange and investigations into criminal offenses, potentially involving other institutions.
The signing ceremony took place at the Milan Public Prosecutor’s Office at the Court of Milan. Attendees included Antonio Pone, Deputy Director General of INPS; Alessandro Romano, Central Director of Internal Audit, Risk Management, Compliance, and Anti-fraud; Mauro Saviano, Director of the Metropolitan Coordination of Milan; and Eugenio Fusco and Bruna Albertini, Deputy Public Prosecutors at the Court of Milan.
First of Its Kind in Italy
This agreement marks a significant milestone as it is the first of its kind in Italy. It is designed to reinforce a model of cooperation that will facilitate more timely information exchanges, ensure more secure procedures, and foster more effective operational coordination in addressing irregularities that impact the functioning of the labor market and the fairness of social security protections.
Institutional communications will be channeled through Certified Electronic Mail (PEC) and other digital tools, guaranteeing integrity and confidentiality. Furthermore, a dedicated Portal for Crime News (NDR) will ensure the immediate transfer of reports identified during control activities.
INPS will provide its specialized structures to the Public Prosecutor’s Office. These structures are actively involved in preventing and identifying phenomena that distort the labor market and harm the rights of citizens and legitimate businesses. The Public Prosecutor’s Office will be able to request further investigative insights and evaluate joint initiatives, with the overarching goal of ensuring a solid and coherent legal framework.
The Convention also stipulates periodic meetings to monitor the evolution of these phenomena and define shared strategies, recognizing that the protection of the social security system and regular employment is a primary interest of the State.
Legality as an Infrastructure of the System
“With this convention, we are networking diverse and complementary competencies, both administrative and investigative, to make the action of preventing and combating violations in the contributory, social security, and welfare spheres more incisive. This collaboration stems from a simple and decisive principle: legality is not an accessory to the system; it is its infrastructure. When the contributory pact is altered, access to welfare benefits or social security protections is manipulated, it does not only affect an entity; it erodes collective trust and deprives those who work and those who respect the rules of a future,” stated President Fava.
He further added, “The collaboration with the Public Prosecutor’s Office at the Court of Milan strengthens the State’s ability to react with clarity and timeliness. We have a duty to protect people and to safeguard fair competition. Defending regular work means defending the dignity of the country. In this direction, the use of certified digital channels and more secure procedures for transmitting documents is not a technical detail; it is a concrete way to make public action more reliable, more transparent, and more effective. The strength of institutions is measured by their ability to team up, to distinguish what is essential, and to act with rigor. This signing should be read in this way: a common commitment to ensure that protections remain what they should be – rights founded on rules, equity founded on responsibility, and protection founded on legality.”
This initiative underscores a concerted effort to uphold legal standards and ensure fairness within Italy’s labor and social security systems, setting a precedent for future collaborations across the country.
