Rome, January 9, 2026 – Rome Capital has implemented streamlined and faster procedures for the registration of births with two mothers, effective with the new year. This change, which follows Constitutional Court sentence n. 68/2025, means that all related processes will now be handled entirely by the offices of the Decentramento e Servizi Delegati department in via Petroselli, removing any additional steps previously required. This development represents a further step forward in applying the Constitutional Court’s decisions and recognizing the rights of omoparental families.
Over 150 Registrations in 2025
Rome Capital had already begun implementing the Constitutional Court’s ruling immediately after its promulgation in June 2025, continuing until the last day of the year. During this period, more than 150 birth certificates were registered, a result of collaborative efforts between administrative offices and political leadership. This initiative saw the direct involvement of Mayor Roberto Gualtieri, who personally signed the registration acts from the earliest possible date, alongside the dedicated councilors of the Giunta.
Updated Information for Citizens
As of Thursday, January 8, information provided to citizens on Rome Capital’s institutional website explicitly includes references to same-sex couples affected by the Constitutional Court’s ruling. This update aims to make the regulatory and procedural framework clearer and more accessible to all interested parties.
Battaglia: “Putting Children First”
“Putting children at the center means guaranteeing them rights and protections,” stated Pino Battaglia, Capitoline Councilor for Registry Services and Decentralization. “The recognition of children of two mothers is an act of responsibility and respect that restores dignity to many families. Institutions have a duty to stand by people, especially the youngest. This is how we build a more just and inclusive community.”
Grassadonia: “Rights and Equality in Everyday Life”
Marilena Grassadonia, Coordinator of Policies for LGBT+ Rights in Rome Capital, also expressed her satisfaction: “A great deal of work has been done, and I say this with much satisfaction and deep pride. Restoring dignity and ensuring serenity for so many families is one of the most precious things we have experienced,” she said. She added, “Witnessing firsthand the smiles of so many children and their mothers gives meaning to months of demanding and constant work. The streamlining of procedures is another step forward in the recognition of equal rights. I thank Mayor Roberto Gualtieri for his great sense of responsibility and for setting the direction to follow, always on the path of rights and equality.”
